Front Bumper: Why are there different PN's for '98-01 ITR & none-R?
This thread will seek to answer the question, Why are there different part numbers between '98-01 ITR & none-R front bumpers.
PN Reference:
'98-01 None-R: 04711-ST7-A91ZZ
'98-01 ITR: 04711-ST7-A80ZZ (discontinued)

Honda of Europe played a large role in developing many of the ITR features added by the '97-01 ITR. This was driven by the race teams in Europe providing requests of feedback. Many may recall the golden era racing, BMW E30 M3's, Mercedes 190E's, and later, our cars. European racing consisted of longer endurance racing. This added more needs like better headlights, bigger brakes, bigger hub/bearings for better temperature control, and a foglight design that met FIA regulations for brake duct use.
The results were a fog light design that met FIA specs to be used as brake duct for European race teams.

Front Bumper: Why are there different PN's for '98-01 ITR & none-R?
So the USDM bumper didn’t have the cutouts but shared a part number, and presumably mounting points, for UK/EU fogs to clear FIA rules that governed cutting bumpers?
The goal being racers could say hey look it’s not custom it’s a factory accessory package?

If one were to remove their OEM bumper from their '98-01 ITR:
One would see a cutout diagram on the inside. This is the OEM template to cut out for installing the EDM Foglight. This is the OEM cut out that the FIA allowed race teams to use as a brake duct:
*CW bumper being removed from 98-1040
Here I have highlighted the template prior to cutting out for my install:
Take note in the images above, these are two different ITR front bumpers:
-First photo: CW bumper being replaced off 98-1040
-Second photo: New OEM ITR PN 04711-ST7-A80ZZ being install onto 98-1040 purchased from IRUNOEM

Next steps:
-Confirm this diagram is not present on the none-R PN 04711-ST7-A91ZZ
-Create write up for users who wish to install EDM Foglights or run brake ducts

The lamp housing looks like the ones used on 92-95 Civics, 94-97 Integras, 92-96 Preludes, etc. I believe the USDM 98+ OEM fog light lamp housing is the same as the 99-00 Civic, 98-02 Accord, some non-US first generation CR-Vs, etc.

I know Accord units were the same as 98-01 USDM fogs.

My parts guy believes I may have bought the last ITR specific front bumper. Wasn't recently but I have the dates when I'm home.

Nice buy! I now feel fortunate to have gotten mine, since I needed the OEM EDM fog stencil for my brake duct project.
