You are correct in cam shaft seals, only two are needed. I always replace the TB tensioner spring as well, it was cheap.
-#16 14516-PR4-A00 ($5) x1

I would also inspect the seals for the TB covers:
-#4 Lower seal: 11831-P72-A00 x1 ($32.xx)
-#5 Back seal: 11832-P72-000 x1 (If you plan to replace the camshaft oil seals why not) ($40.xx)
-#8 Motor mount upper seal: 11925-P30-000 x1 ($6.xx)
-#9 Motor mount lower seal: 11926-PR3-000 x1 ($5.xx)

They might be fine but I always proactively replace with OEM. I also acknowledge Honda's sharp rise in prices, so I won't blame you either way.

If one doesn't already have a crank pulley tool, I recommend the longer arm Moroso unit, but I'm having trouble finding it online:

Don't forget the valve cover seal set 12030-P73-000. Since you're replacing all of the other seals, don't let a small crack in a dry, aged seal cause an oil weep later. Off topic but is your avatar "Burger King Diamond"?

Cam Cap Plug #12513-p72-003 $8.34
Hondabond ht #08718-0004 $10.15
2 gal Zerex Asian pink Anti-freeze Local O'Reillys on sale $9.99 ea.

The 2nd time that both of my Integras (LS & R) had their TB replaced, it was done in my garage by an off duty Honda Tech. I asked him to try my Ingersoll Rand w7000 1/2" Impactool (20W) using a Lisle 19mm Harmonic Balance Socket #77080, to loosen the difficult crank pulley bolts. He tried it and they came right out, right away.

Pre-Honda discontinuing parts and JDM suppliers running short on B-series engines, I called a TB swap cheap insurance. Honda has since raises parts costs across the board, but it's still cheaper than a TB failure which could ruin the head or block, not to mention labor.

I replace my TB every 3yrs regardless of mileage.

Mine hasn't been done in a while... Buddy had it for a few years before I took over in 2017.. Don't really trust myself with such an important task.
