I believe if you order a car new, and it is coming from overseas, instead of getting a "title" you get the COO. I think that is sufficient for sale and acts just like a title.

I may be wrong, but I had similar paperwork with my 125cc road bike from the ShwangHuang province.

It is a international trade document. Look at the print it is rike inc who it is issued to. Rike inc owns at least one Acura dealership. Pretty dang cool he has that. I don't think you get that on a normal purchase.
