There is a lot of 2000s and a few on 01 in black on the registry in PA. Maybe some of the mileage and timelines would help you narrow it down. Quite possible if he can not recall the year he may be off on the badge number.

Know anyone in law enforcement in the state it was originally registered?
If it is like the Ohio system, a reverse search for the original owners DL# or License plate would return a history of registered vehicles to that person including VIN#. This inquiry would need to be done by the original owner for ethics purposes. It s a long shot, but it would get you the correct VIN.
