Thank you! I’m hoping I can find a shop experienced with swaps to troubleshoot. It’s current two issues, wiring & blockage, plus a swap (wiring and fill amounts), adding complication.
I worked on the car again last night:

-Correct inner lap belt harness mount from this:
To this: <insert pic>
In the spirit of what not to do / don’t do this, here was the other lap belt mount at time of purchase:
This prevented me from clipping in. I quickly resolved this by mounting to the factory seatbelt clip before my first drive.
