The quarters need to be sanded and repainted. When I owned the car rust was starting to form under the paint in the usual places.

I haven’t seen the car but odds of this actually passing smog (especially in LA, they’ve been getting really strict) seem low.
Seems like relatively minor issues but it’s missing the evap. bypass solenoid, (vacuum lines look like they may have something in place but you can see the hose isn’t even connected in one of the bay photos). Seems like an obd1 throttlebody (hose/nipple on top) Also looks like wiring needs some work. If this is a JDM swap it could be owner used non-vtec engine harness and added vtec?
All in all looks like a great car for $10k if you can get away with just having it re-cleared it could be an amazing deal these days.
As a reference point I paid $6500 for my shell plus almost $2k to ship home. No motor or trans and I ultimately found it had a lot of rust and other issues. After spending a year dealing with the rust now spending another $6-8k to have painted. I’m well over $16,500 without motor and trans (that comes from another project but was ~10k in power train so north of $26,500)
I’d offer to check it out but everyone has their own things they look for and that bother them. I can say I have a spare bed in Sherman Oaks if you want to do quick overnight to check it out.

The missing carpet and odd pictures don't help the cause. The emissions items noted above hurt local buyers/others with emissions requirements, but others may value the rust-free nature of a California car. Overall, it could be a fun car to simply drive and enjoy.
