Stock ITR ECU in N/A Build Motor

I have an ITR that has a modified N/A build motor. It has the following mods:
12.5:1 Pistons bored over .5mm
Skunk 2 Stage II cams
Skunk 2 valve springs
Larger Injectors
Aftermarket Fuel Rail + FPR
Aftermarket Fuel Pump
Apexi V-AFC
The ECU that came in the car is a 37820-P28-A02 that is socketed, it was supposedly tuned by Phearable a while back. When driving it, the redline comes in at around 7k, well short of the 8400 redline of the ITR. That said, I don't trust the tune that is on it.
Two questions:
1) How can I read the ECU to see what tune is on it?
2) I have a stock '98 ITR ECU, is it bad to plug it in and use it, I would assume you wouldn't get the best performance for the mods, but is it bad for the engine? Maybe it would run rich given the larger injectors and fuel system?
